The retarder seems to activate automatically when the cruise control is set when using keyboard and mouse controls, even if the automatic retarder option is unchecked in game play options. 1. There is no "key for speed limiter", only for retarder, parking brake and engine brake (engine brake is not the issue, because it would have turned off when accelerator or clutch is applied). 2. OP is asking about 37 MPH limit, which is way lower than speed limiter's 90 km/h.
